Job Description Leads and manages the day-to-day operational and tactical aspects of multiple or enterprise scale projects, new initiatives and other ongoing business deliverables in accordance with business needs. Identifies, evaluates and resolves issues that conflict with project deliverables. Collaborates closely with project team members, business owners and sponsors to develop and successfully implement projects/programs. Assesses project risks, develops mitigation and contingency plans. Oversees project to ensure projects have required resources, meets milestones and are successfully implemented. Leads and coordinates matrix and/or cross-functional team. Role Summary Thie Progam Manager is an individual contributor role with broad enterprise influence and accountability. This role is the operational and governance lead for FlexStaff, the company’s Managed Service Provider (MSP) program for staff augmentation. The Senior Program / Project Manager ensures the program delivers the right talent solutions at the right cost while maintaining strong controls around worker classification, co‑employment risk, compliance, and spend governance. The role leads day-to-day program execution in partnership with PMO contractors, conducts audits, drives adherence to program standards, and produces clear, defensible reporting on financial health and risk posture. As the program matures, this position functions increasingly as a consultative advisor to leaders on workforce mix decisions across staff augmentation, SOW-based work, vendor resources, and FTE hiring. What You Will Do Program Leadership & Execution Own day-to-day operations of the FlexStaff MSP program and serve as the primary accountable owner. Direct and prioritize work performed by PMO contractors supporting the program. Maintain operating cadence, issue tracking, and resolution across program activities. Governance, Compliance & Co‑Employment Risk Own program governance to ensure consistent adherence to policies, controls, and approved use cases. Design, execute, and continuously improve audits focused on: Worker classification accuracy Appropriate engagement models Documentation and contract integrity Adherence to time, assignment, and scope controls Actively manage co‑employment risk by reinforcing role boundaries, engagement rules, and manager behaviors. Identify non-compliance, assess risk severity, and drive remediation in partnership with Legal, HR, Procurement, and Workforce Planning. Ensure FlexStaff is used only where appropriate and intervene when alternative solutions are required. Cost Containment & Financial Stewardship Drive program-level cost containment through rate discipline, utilization controls, assignment governance, and alternative workforce solutions. Analyze contingent workforce spend, trends, and vendor performance. Measure and report on financial health, savings, cost avoidance, and realized program benefits. Produce clear, defensible reporting for leadership. Audit & Program Maturity Establish a standardized, repeatable audit framework to support an increasingly mature, defensible program. Identify root causes of risk, misuse, or inefficiency and implement corrective actions. Strengthen program rigor as FlexStaff evolves from execution-focused to advisory and consultative. Stakeholder & Client Partnership Serve as a trusted advisor to managers and leaders, focused on solving workforce needs—not simply placing resources. Recommend alternatives when FlexStaff is not the appropriate solution. Provide clear guidance on workforce mix decisions (staff augmentation, SOW, vendor-led work, FTE). Manage escalations with a balance of firmness, pragmatism, and service orientation. Enterprise Partnership Liaise closely with Workforce Planning, Procurement, and HRIS to ensure alignment and data integrity. Support enterprise workforce strategy through disciplined execution and transparent insights. Systems & Process Ownership Become an expert user of VNDLY, including workflows, reporting, controls, and analytics. Maintain intermediate proficiency in Workday as it relates to contingent workforce processes and data. Ensure accurate system usage and adoption of program best practices. Talent Team Enablement Partner with Talent Advisors to reinforce FlexStaff best practices and governance standards. Educate internal users on proper intake, engagement models, and decision pathways. Model disciplined program behavior and decision-making. SkillBridge & EVP Support Provide program management oversight for the SkillBridge internship program. Support Employment Value Proposition efforts and other internal or external-facing initiatives as needed. What Success Looks Like Strong classification integrity and reduced co‑employment risk. High trust from internal stakeholders and enterprise partners. Mature, consultative use of FlexStaff aligned to workforce strategy. Required Qualifications • Bachelor's degree or advanced degree (where required) • 5+ years of experience in related field. • In lieu of degree, 7+ years of experience in related field. Preferred Qualifications Direct experience operating or governing an MSP or contingent workforce program. Experience with VNDLY or similar contingent workforce platforms. Working knowledge of Workday in a contingent workforce context. Experience partnering with Workforce Planning, Procurement, HRIS, and Talent Acquisition. PMP or similar certification (preferred, not required). Demonstrated experience managing governance, audits, or compliance-focused programs. Strong financial acumen with ability to analyze and report on spend and program value. Proven ability to influence without authority in a matrixed organization. Salary Range At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs.
