This role is responsible for managing projects through the full project lifecycle, ensuring successful delivery within scope, timeline, and budget requirements. The ideal candidate will bring strong leadership, communication, and project governance expertise while supporting both Agile and Waterfall delivery environments. Job Description The Project Manager 2 will oversee all phases of project execution, including planning, governance, implementation, monitoring, reporting, and project closeout activities. This role will support enterprise-level initiatives and ensure alignment with operational, financial, and procurement standards established by VITA and the Department of Corrections. The selected candidate will develop and maintain project management documentation, facilitate communication between stakeholders, coordinate project activities, manage risks and issues, and ensure successful execution of project deliverables. The role requires collaboration across technical and operational teams while providing visibility into project status, budget performance, schedules, and deliverables. This position requires strong organizational leadership, excellent communication skills, and the ability to manage multiple priorities within a structured government environment. ResponsibilitiesProject Management & Delivery Manage projects throughout the complete project lifecycle, including initiation, planning, execution, monitoring, and closure Define, document, and manage project scope, schedules, milestones, and budgets Develop and maintain project charters, work plans, communication plans, and project schedules Track project progress using established metrics and reporting methodologies Ensure projects are delivered on time, within scope, and within budget constraints Lead project governance activities aligned with VITA procurement and project management standards Documentation & Reporting Develop and maintain standard project management artifacts, including: Risk assessments RACI matrices Status reports Communication plans Project schedules Ensure all project documentation is current, accurate, and appropriately stored Provide detailed project status updates and expenditure reporting to stakeholders and agency leadership Prepare financial and budget planning documentation in collaboration with finance and planning teams Stakeholder Communication & Coordination Create and execute communication strategies across project teams and stakeholders Facilitate project conference calls, planning sessions, workgroups, and status meetings Document meeting outcomes and distribute meeting notes as needed Communicate project status, risks, dependencies, and deliverables throughout the project lifecycle Serve as a consultant and liaison to agency stakeholders regarding project activities and expectations Risk Management & Operational Support Identify, track, and manage project risks, issues, and barriers to delivery Coordinate resolution efforts and escalation processes when necessary Ensure project implementation aligns with operational and financial objectives Support requirements elicitation, documentation, and analysis activities Assist with testing coordination, including systems integration and user acceptance testing efforts Perform additional project-related duties as assigned RequirementsMinimum Qualifications 4+ years of experience in project planning, execution, reporting, and project closeout activities 4+ years of experience in problem resolution and critical thinking 4+ years of experience leading workgroups and project teams 4+ years of experience defining project schedules and milestones 4+ years of experience supporting large system implementations 4+ years of experience working with Agile and Waterfall methodologies 4+ years of experience with verbal and written communication in professional environments 4+ years of experience using Microsoft Office 365 and Microsoft Project Must physically reside within the United States for the duration of the assignment Candidates must reside within the greater Richmond, Virginia area Must be willing to work onsite at the headquarters office as needed Must be willing to travel within the Commonwealth of Virginia for meetings, training, testing, and related project activities Must be available to participate in either phone or in-person interviews as required Preferred Qualifications 2+ years of experience with Microsoft Azure DevOps 3+ years of PMP Certification experience or active PMP certification 3+ years of experience with VITA procurement processes and regulations 3+ years of experience with VITA PMD project standards and requirements, including VITA PMD QR 3+ years of experience in requirements elicitation, documentation, and analysis 3+ years of experience with systems integration testing and user acceptance testing, including planning, execution, resolution, and reporting Compensation This is a 1099 Contract opportunity.
